As a person with really dry skin, I'm always being advised to skip the toner step and go straight from cleanser to moisturizer. But I got a travel size of this in a Pevonia kit so I tried it. It basically feels like scented water going onto the face. I did an A/B test (one day with, one day without) and didn't notice a difference in the way my face felt after the moisturizing step. So, if you have dry skin, this is probably not necessary!
